Implementing the Upcoming Medicaid Policy Changes for Youth Reentry - Presented by the NCCHC's Juvenile Health Committee
Learn about new federal legislation, taking effect in January 2025, that will impact how states provide – and bill for – health care and mental health services to youths leaving custody and reentering their communities. The new legislation requires states to provide screening and diagnostic services to eligible youths in the 30 days before their release and targeted case management for at least 30 days prior to release and for at least 30 days postrelease. But how? Who exactly is covered? In this informational session, a panel of experts will cover the basics, answer your questions, and help you get prepared.

Elizabeth Barnert, MD, MPH, MS is a board-certified pediatrician and associate professor of pediatrics at UCLA. She provides pediatric care to youth detained in the juvenile legal system. Her research, grounded in human rights and social action, examines children affected by violence, family separation, and incarceration. Dr. Barnert serves as chair of the NCCHC's Juvenile Health Committee and on the Commission's Board of Directors.
Michelle Staples-Horne, MD, MPH, CCHP is the Medical Director for the Georgia Department of Juvenile Justice. She received her MD degree from Morehouse School of Medicine and her MPH from Emory University. She holds both BS and MS degrees in Biology from Clark Atlanta University. She received the ACCP's Armond Start Award in 2013, the NCCHC's Bernard P. Harrison Award in 2016, and the ACA's ER Cass Award in 2023. Dr. Staples-Horne serves on the NCCHC Juvenile Health Committee and on the ACGME Correctional Health Advisory Council to develop a Correctional Medicine Fellowship program. She has served on numerous advisory boards to organizations and provided educational training and legal consultation for academic institutions, state, and local jurisdictions. Dr. Staples-Horne has authored more than 25 publications for several scientific journals, magazine articles and book chapters on correctional health care.
Ms. Vikki Wachino is the founder and executive director of the Health and Reentry Project (HARP). Prior to founding HARP, Vikki served as Deputy Administrator of the CMS, where she oversaw the Medicaid and CHIP Programs. There, she led the development of landmark guidance clarifying Medicaid’s role in covering services in community corrections, drove major new directions in section 1115 waiver policy, oversaw the implementation of major ACA coverage expansions, and launched new policies related to mental health and substance use disorder. Her early career included stints at the White House OMB and the Henry J. Kaiser Family Foundation. She holds a MPP from Harvard University and BA from Mount Holyoke College.
